PROFESSIONAL STANDARDS SECTION FUCKERY:

In the December of 2009, I was the complainant to the Professional Standards Section of the Calgary police service regarding several criminal acts committed within a Law Enforcement Review Board of Alberta (LERB) hearing, that was heard in January 2009.

I was alleging that among those criminal acts committed by Senior Detective Reid Mercer of the Calgary police service, and others, was perjury and obstruction of justice.

I had provided the Chair of the LERB, who was also the Chair of that hearing, as well as other members of the LERB administration with irrefutable proof that Senior Detective Reid Mercer had committed perjury, and was also guilty of obstruction of justice.

The LERB stated they could not deal with the matter (more to follow on this) as it was outside their jurisdiction, and directed me to file my complaint, evidence and concerns, with the Calgary police. The Calgary police duly forwarded me onto their Professional Standards section (PSS).

My materials and evidence resulted in two PSS files being opened. 2009-1055 and 2009-1089. The breaches of the Police Service Regulations (PSR) relating to Senior Detective Reid Mercer were the following…

a) Corrupt Practice – Section 5(2)(c)(iv) PSR.
b) Deceit – Section 5(2)(d)(i) PSR.
c) Deceit – Section 5(2)(d)(ii) PSR.
d) Discreditable Conduct – Section 5(2)(e)(i)(C) PSR.
e) Discreditable Conduct – Section 5(2)(e)(viii) PSR.
f) Neglect of Duty – Section 5(2)(h)(i).
g) Neglect of Duty – Section 5(2)(h)(v).
h) Neglect of Duty – Section 5(2)(h)(vi).

The PSS promised that if it was proven that any criminal acts had been committed by Senior Detective Reid Mercer, or anyone else, then those would be pursued after their investigation into a) to h) above.

PROFESSIONAL STANDARDS SECTION (PSS) FUCKERY BEGINS:

Every 45 days from the December of 2009 through 2010 I was receiving signed letters from the PSS informing me that their investigation into Senior Detective Reid Mercer was continuing.

Imagine my shock, surprise and awe, when I read the transcripts of RCMP Sgt Bartleys 20th April 2010 interview of Senior Detective Reid Mercer. Especially the part where Mercer states he was not under investigation by PSS, and that (at that time) he wasn’t being investigated under (at least 7 sections) the Police Service Regulations.

This was gobsmacking to me, especially when I’d been receiving signed PSS letters every 45 days that the investigation into Senior Detective Reid Mercer was continuing.

And especially when, as a result of a FOIP request, I had received a 20th Oct 2010 letter authored by Chair Mike Shaikh, attesting the 8 complaints against Detective Mercer “”…

20th Oct 2010: Re; Complaints Against Detective Mercer. Dear Mr. Kelly: Your complaints received November 12th, 2009 alleges Police Service Regulation (PSR) misconduct by the above mentioned member of the Calgary Police Service (CPS) and that complaint consists of the following allegations:

a) Corrupt Practice – Section 5(2)(c)(iv) PSR.
b) Deceit – Section 5(2)(d)(i) PSR.
c) Deceit – Section 5(2)(d)(ii) PSR.
d) Discreditable Conduct – Section 5(2)(e)(i)(C) PSR.
e) Discreditable Conduct – Section 5(2)(e)(viii) PSR.
f) Neglect of Duty – Section 5(2)(h)(i).
g) Neglect of Duty – Section 5(2)(h)(v).
h) Neglect of Duty – Section 5(2)(h)(vi).

PSS FUCKERY UNRAVELS:

At trial, it came out, that the PSS had never even began an investigation. It was all a scam. The letters every 45 days, all part of their scam. And they managed to coerce and convince Chair Mike Shaikh of the Calgary Police Commission, and others, to go along with them. Instead of doing their job, the Calgary Police Professional Standards Section (PSS) engaged in a cover up of massive criminal proportions,

The PSS fuckery and the Hanson-Bartley fuckery criminal docket 101128882P1 were operating at the same time. Both designed to protect Senior Detective Reid Mercer. The fuckery was also to protect many others

NOTE: Senior Detective Reid Mercer quit the Calgary Police on the 30th October 2010.
